In a diplomatic power move, Chinese President Xi Jinping and Djiboutian leader Ismail Omar Guelleh just powered up their countries’ relationship to a comprehensive strategic partnership during the 2024 Forum on China-Africa Cooperation (FOCAC) summit in Beijing.
