In a landmark speech at the 2024 Forum on China-Africa Cooperation (FOCAC) summit, Chinese President Xi Jinping outlined an ambitious roadmap for deepening Sino-African ties and advancing shared modernization goals. With over 50 African leaders in attendance, the Beijing summit marked a pivotal moment for Global South collaboration.
Six Pillars of China-Africa Modernization
Xi emphasized a vision that breaks from traditional Western models, proposing:
Equity-driven development paths tailored to national conditions
Win-win trade partnerships through expanded Belt and Road projects
People-first initiatives in agriculture, healthcare, and education
Cultural exchanges under the Global Civilization Initiative
Green energy transitions with 30 clean energy projects
Security cooperation through military training and peacekeeping
The 10 Partnership Actions
China committed to:
- Zero tariffs for 33 African LDCs on all products
- 1 million+ African jobs through industrial chains
- 10,000+ hectares of agricultural demo zones
- 60,000 training opportunities (focusing on women/youth)
- 2,000 medical personnel dispatched
- 30 digital infrastructure projects
- 2026 designated as China-Africa Cultural Year
- Emergency food aid worth $140 million
- Joint climate resilience programs
- Military aid including counter-terrorism training
A RMB360 billion package ($50B+) will fuel these initiatives through 2027, including panda bonds to boost African financial autonomy.
Xi framed this as a historic correction: \"Our joint modernization will redress centuries of inequality\", while AU Chair Ghazouani praised the partnership as \"a blueprint for South-South cooperation\".
