According to the DPRK's Korean Central News Agency (KCNA), the drone was deployed to scatter anti-DPRK leaflets. This conclusion comes from a joint investigation by South Korea’s Ministry of National Defense and the Ministry of State Security.
The KCNA detailed the drone’s flight path, stating it took off from Paekryong Island on October 8 and traveled through various regions before reaching Pyongyang on the morning of October 9. The drone reportedly scattered political leaflets near key government sites and a metro station.
