The investigation highlights that the U.S. began planning the \"Volt Typhoon\" operation as early as January 2023, aiming to extend the Foreign Intelligence Surveillance Act (FISA) Section 702. This extension was intended to justify ongoing cyberattacks against other nations, including China.
From preparation to consolidation, the campaign unfolded in three phases:
Preparation Stage (Jan 2023 – May 2023): U.S. officials pushed for the extension of Section 702 while fabricating a cyberattack at a U.S. military base in Guam. They collaborated with \"Five Eyes\" allies to gain support.
Implementation Phase (Jun 2023 – Jan 2024): The fabricated \"Volt Typhoon\" was used to pressure U.S. Congress members, rallying anti-China sentiments and suppressing Chinese internet enterprises.
Consolidation Phase (Feb 2024 – Apr 2024): The campaign successfully influenced legislation, securing a long-term extension of Section 702 and enhancing U.S. cyber infiltration capabilities.
Moreover, from May 2023 to present, over 45 million cyberattacks targeting Chinese institutions were traced back to U.S. agencies under the guise of Section 702. The report warns that this strategy not only threatens China's sovereignty but also endangers global cybersecurity and personal privacy.
